What We're Doing

Stillwater Utilities Authority trustees authorized a professional services agreement with Carollo Engineers in June 2013 to provide design, bidding and standard construction phase services related to the improvements listed below.

  • Adding variable frequency drives to the two existing large 1,000 horsepower (HP) pump motors, including compatible motors and controls for the two large pumps and a prefabricated building to house the controls improvements. The drives will allow the pumps to gradually change speeds, reducing wear and tear on the Kaw raw water transmission line running from the pump station to the Water Treatment Plant.

  • Rebuild the existing three smaller 200 HP pumps to increase the overall efficiency and reliability of the pumps, which have been in service since the early 1980s.

  • Refurbish or replace aging isolation valves, check valves, pump control valves, actuators, pressure gauges, heat tracing and insulation.

  • Install a self-enclosed 1.0 megawatt backup/standby generator at the Kaw pump station to provide power to the pumps in the event of an extended power outage, including diesel storage and a fueling facility to provide two to three days of fuel storage.

  • Install automatic power transfer equipment to permit remote transfer of load from the electric utility to the generator upon power loss.

Trustees awarded the construction bid for the Kaw pump station improvements to Walters Morgan Construction Inc. July 21, 2014.

Total cost of the construction contract will be $6,660,500, and construction is anticipated to last 18 months.


Benefits

This project will extend the life and improve the reliability of the pump station, and it includes various recommendations from the Kaw waterline evaluation study.


How We're Paying For It

Funds for the construction of the project and associated services will come from the City's water capital fund.


Timeline


Updates

May 28, 2015: Walters Morgan Construction performed testing and measurements at the pump station, and is proposing installation-specific pumping and other equipment designed to maximize the use of the existing pump station. City staff and Carollo Engineers will review and approve the equipment. Walters Morgan also began making site improvements at the pump station.

Sept. 29, 2015: Walters Morgan installed a backup generator at the pump station site and is installing duct banks and the foundation for a new electrical building. Walters Morgan also proposed specific pumps and other equipment, and city staff and our consultant Carollo Engineers reviewed and approved the equipment. Walters Morgan will order the equipment for installation.

March 31, 2016: Improvements to the two large pumps are complete, and those pumps were put into service. Walters Morgan began work on the first of the three smaller pumps, and continues with duct bank installation.

August 29, 2016: The new electrical control building is complete, and all five new or upgraded pumps are installed. Walters Morgan continues to work on some piping improvements and calibrating and adjustment of the new systems.

November 30, 2016: Walters Morgan Construction and City Staff performed a full shutdown and isolation of the pump station and raw water pipeline to allow the removal of key valves at the pump station. This work could only take place during a low water demand time of the year.

December 23, 2016: Project complete. Final walk-through performed December 22.
