911 - Emergency number used to report crimes in progress, accidents, fires, or other emergencies. Police, Fire, or Medical help can be summoned through 911. Please do not use 911 for reporting non-emergency incidents. When using 911, please follow the instructions of the communications officer who answers your call. Abandoned Property - When properties become dilapidated due to abandonment or neglect, you can report this condition by calling the code enforcement office at 385-0147. Information can also be provided by leaving a voice message on the Property Maintenance Action Line at 742-8383.

Advisory Boards - The City of Stillwater utilizes citizen boards, commissions and committees, the members of which serve in a volunteer capacity. All are appointed by the Stillwater City Commission with the exception of the Library Board which is appointed by the City Manager. A comprehensive listing of all the boards, their current members, and a summary of each board, as well as the application forms to apply for membership are available on the city web page at www.stillwater.org or from the City Manager's Office at 742-8209. Any citizen interested in serving on a citizen board is encouraged to contact the Mayor, any City Commissioner, or the City Manager's office.

Agenda

City Commission - If you want to be on the City Commission agenda, contact the City Manager at 742-8209. Or you may appear under the agenda item "Miscellaneous items from the public." The City Manager's Office will assist you in preparing any request for consideration by the City Commission.

Planning Commission - Applications for items to be considered by the Planning Commission are available in the Community Development Department office, contact the City Planner at 742-8215. If you have a general question or topic for discussion, you may appear under "Miscellaneous Items from the Audience."

Airport - Stillwater Regional Airport is located in the northwest section of Stillwater at 2020-1 West Airport Road. Stillwater Regional Airport provides airport services to all of north central Oklahoma and is classified as a transport type airport. For questions concerning airport use or property, contact the airport director at 372-7881.

Airport Aviation Organizations - Aviation organizations which are connected with the airport are: Stillwater Squadron of the Civil Air Patrol, OSU American Association of Airport Executives, OSU Flying Aggies, Stillwater Airport Memorial Museum, and the RC Flyers (radio controlled aircraft club). Airport Business Development Park - Stillwater Regional Airport Business Development Park is a 15 acre park located on the south east portion of the airport property and is zoned Industrial Light (IL). This property is available for long-term leases of 25 years with options to renew through the Stillwater Regional Airport Authority. All of the property fronts the South Access roadway and has water and other utilities available. For information contact the airport administrative offices at 405-372-7881.

Airport Low Flying Aircraft Report - To report low flying aircraft or unsafe aircraft flight activities contact the airport administrative offices at 405-372-7881. Be sure you get the following information concerning the incident: #1 the aircraft registration number on the side of the aircraft #2 brief description of the aircraft (color, high wing or low wing type aircraft #3 date, time and place of incident #4 names of witnesses who have seen the incident #5 any other information pertinent to the incident.

Airport Weather Reports - The automated weather system for Stillwater is located at the Stillwater Regional Airport. This "state of the art" automated weather station is operated by the National Weather Service and provides continuous weather reporting for Stillwater Regional Airport users. Alarm Permits - Permits are required for residential and business fire and burglar alarms. For further information call 742-8298.

Alleys - The driving surface and drainage for alleys that are dedicated to the public are maintained by the Street Division. Litter control is the duty of adjacent store operators. Contact 742-8271 for further information.

Ambulance Services - Emergency and non-emergency ambulance transport services are provided by the Stillwater Fire Department. The City of Stillwater is a Medicare participating medical service provider. For information on the cost of services contact the Fire Administration offices during normal office hours at 742-8308.

Animals - Stillwater Animal Control is available from 8:00 a.m. - 5:00 p.m. at 372-0334 to report animal problems or to adopt homeless animals. To report animal problems after regular business hours, call 372-4171 for police dispatch.

Annexation - Annexation procedures are regulated by state law. Requests to be annexed should be addressed to the city manager.

Arts/Performing - The Community Center maintains a schedule of the performing arts community wide as well as presenting the finest in music, dance and theater. An annual children's theater workshop program is held in June. The Community Center also supports a variety of music venues in the area, including the Community Band concerts on the Payne County Courthouse Lawn. Arts/Visual - The Multi Arts Center which is located at 1015 E. 12^th is operated by Stillwater Parks, Events and Recreation Department and dedicated to providing instructional opportunities in the arts. Classes are available to youth and adults in several skill levels including pottery, painting, weaving, stained glass, calligraphy, glass blowing and more! The Multi Arts Center also holds daytime and evening classes, weekend workshops, individualized group programs and special art exhibits during the year. For more information, call 747-8084.

Barking Dogs - Barking dogs may be reported to Animal Control at 372-0334, or police dispatch at 372-4171.

Brush Piles - Information about brush and tree limb disposal may be obtained by contacting the Sanitation Division at 742-8269. See Burn Permit.

Budget - The budget process for the city begins in February of each year. Budget requests and questions may be directed to the Assistant City Manager. A copy of the current budget is available for review at the Stillwater Public Library, 1107 S. Duck.

Building Permit - Building permits are needed for any new construction greater than 100 square feet in size, or to be attached to a permanent foundation. Permits are also needed for reconstruction or additions when new floor area is added or load bearing walls are being moved. For more information contact the code enforcement office at 742-8220. Burn Permit - Permits for outdoor burning are required inside the city limits of Stillwater. There are conditions that must be met and regulations that must be followed to obtain a permit and permission to burn. Contact the Fire Marshal for more information at 742-8308

Business License - Information about licenses and permits may be obtained from the Office of the City Clerk at 742-8243.

Cable Television - The local cable system operates under the provisions of a permit granted by the Stillwater City Commission. The Cable Communications Advisory Council provides oversight for the cable operations. The Council consists of six citizens, three appointed by the cable operator and three appointed by the City Commission. Christmas Tree Discard - Each year, starting in mid-December through the first week in January, Christmas trees may be dropped off at a designated site to be chipped up. The resulting mulch is then made available to the public on a first come, first served, load your own, basis. For additional information, contact the Sanitation Division at 742-8269.

City Commission - The board of commissioners consists of five members which includes the mayor and four commissioners elected at large to serve up to two three-year terms. The mayor and city commissioners receive no salary but receive an attendance fee of $100 for the mayor and $50 for the commissioners for each regular city commission meeting at 6:30 p.m. every Monday, except holidays and cancellations. The commission meetings are held at the City Municipal Building at 723 S. Lewis.

City Court - See Municipal Court

City Property - Use of city property is limited to authorized purposes. Meeting rooms are available for rental from Parks, Events, and Recreation at 747-8070, Stillwater Public Library at 372-3633, and Stillwater Community Center at 747-8022.

Claims - If you have sustained some type of damage and you believe that the damage was a result of the negligence of an officer or employee of the City of Stillwater, you may file a claim. Claim forms are available in the City Attorney's Office; or you may phone (405) 742-8205 and a form will be mailed. Questions regarding claims may be directed to the City Attorney's Office, at that same number.

Code Enforcement - buildings and lots in need of repair or cleanup may be reported to the Community Improvement Services Division at 385-0147. Information may also be provided by leaving a voice message on the Property Maintenance Action Line at 742-8383.

Complaints - Complaints may be directed to individual departments or addressed to the mayor or city manager and mailed to P.O. Box 1449, Stillwater OK 74076 or by calling the city manager's office at 742-8209 or by e-mail to <citymanager@stillwater.org>

Crime - For emergency calls regarding crime, call 911. To report other crime information, call 372-4171, and ask for dispatch. To obtain statistics on crime, call 742-8211, and ask for the Crime Analyst. For crime prevention information, call the crime prevention officer at 743-8315.

D.A.R.E. - Stillwater has a Drug Abuse Resistance Education (D.A.R.E.) program in place at the Stillwater Junior High. Also incorporated in D.A.R.E. is the Gang Resistance Education and Training (G.R.E.A.T.) program. For more information, contact the D.A.R.E. officer at 742-8319.

Document Request - Requests for copies of documents may be directed to the Office of the City Clerk at 742-8243.

Drainage Obstructions - For drainage channels that are in dedicated drainage easements, the city will maintain the channel to preserve its ability to carry stormwater runoff. Dumping material into a drainage way is a violation of City Code and the offender is subject to prosecution. Contact the city's Drainage Engineer at 742-8334 for information on what can be done for a specific drainage problem

Ditches - Property owners are normally expected to mow all ditches that are on their property. Ditches that are in a right-of-way or drainage easement may be mowed by the city up to once or twice per year as manpower and equipment is available if it is necessary to maintain the flow of water. Contact the city's Drainage Engineer at 742-8334 for information on what can be done for a specific drainage problem.

Drugs - To report drug offenses call 372-4171, and ask for the Special Projects Unit. To obtain drug related information, call the Patrol Division Commander at 742-8279.

Earthquakes - Earthquakes are possible in the Stillwater area. Be prepared to close valves at the gas meter and disconnect electric service at the fuse box. For additional information contact Stillwater Emergency Communication and Coordination at 372-7484.

Easements - Easements are dedicated for a specific purpose, such as for drainage or the installation of utilities. The ground covered by the easement remains under the ownership of the property owner, the easement simply provides the right to use the ground for the intended purpose. As a general rule, the property owner is expected to maintain the property covered by any easement. There are restrictions on what can be done in an easement (example: to permit quick access to underground utilities, no permanent structures may be constructed in an easement), so before making any changes in an easement, contact the Code Enforcement Office at 742-8220.

Emergency Communications - Stillwater has a comprehensive emergency preparedness organization to coordinate responses to natural and man-made disasters. For more information contact the Director of Emergency Coordination and Communications at 372-7484.

Emergency Medical Information - Contact the Fire Marshal at 742-8308 for information on how to provide emergency medical information to responding ambulance personnel.

Fences - To make sure you are erecting a fence in accordance with zoning ordinance provisions found in Sec. 11.10(B)(1)(e) contact the Code Enforcement Officer in the Community Development Department at 742-8219.

Fire Hazards - Information on seeking and eliminating hazards associated with fire in your home or place of work may be obtained from the Fire Marshal's Office at 742-8308.

Fire Hydrants - Fire Hydrants provide water for fire suppression. Do not block access to the hydrant with landscaping. On occasion, fire hydrants are flowed for water quality measures. For leaking fire hydrants call the Water Department at 533-8048. Do not obstruct access to the hydrant with landscaping.

Fire Inspections - Home and business fire prevention inspections are conducted by the Stillwater Fire Department on a routine basis. For more information or to schedule an inspection, call the Fire Marshal at 742-8308.

Fire Prevention Programs - The Stillwater Fire Department provides a wide range of fire safety and prevention programs including fire station tours, group presentations, and community events. Contact the Fire Marshal at 742-8308 for more information on the services available.

Fireworks - The sale and use of fireworks is prohibited inside the city limits of Stillwater.

Flood Insurance - The City of Stillwater is a participant in the National Flood Insurance Program. This program allows citizens to purchase flood insurance as part of this program. Contact the city's Drainage Engineer at 742-8334 for further information.

Flood zone - The City of Stillwater maintains maps that show the location of designated flood plains. Contact the city's Drainage Engineer at 742-8334 for further information.

Flooding Street - Problems with street flooding should be reported to the Street Division at 742-8271 so that they can check for any obstructions that might be causing the problem. If the problem involves a large scale problem that will require a significant improvement project to correct, contact the city's Drainage Engineer at 742-8334 to discuss the details of the specific problem being experienced.

Garbage Collection - The City of Stillwater provides twice per week garbage collection service to all residents of the city. Contact the Sanitation Division at 742-8269 for specific information on rates and the regulations governing this service. Each resident is entitled to two special pickups per year. Gas Odor - Odors of gasoline or natural gas should be taken serious, call Stillwater Fire Department for assistance at 911.

Gasoline - disposal of - Information regarding the proper reuse or disposal of gasoline can be obtained by contacting the Environmental and Safety Services Department at 747-8099.

Golf Course - The city municipal course, Lakeside Golf Course, is located at 5201 N. Washington and is open to the public. The course has a full service snack bar and well stocked Pro Shop. Tee time reservations are suggested. Contact 372-3399 for information.

Government Access Channel - The government access channel 16 or channel 19 on the local cable system is available to provide information to citizens about governmental activities and programs. The City Commission and Planning Commission meetings are televised on a regular basis, as well as public information announcements and other informational programming. Priority is given to publicizing city government activities and programs, but is also made available on a space available basis to other governmental units or private non-profit agencies. Requests for cable access need to be provided in writing to the City Manager's Office. Contact the Assistant City Manager at 742-8202 for more information.

Grass Fire - For grass fires, call Stillwater Fire Department at 911. Intentional burning inside the city limits is prohibited except by special permit issued by the Fire Marshal (see Burn Permits). The Fire Department should be notified in advance of scheduled intentional burns outside the city limits by calling 742-8308 or 372-0497.

Guns - For information about gun laws, contact the Services Division Commander at 742-8277.

Handicapped special needs - The City of Stillwater encourages participation from all citizens. If participation at any public meeting is not possible due to a disability, notification to the City Clerk at 742-8240 at least 48 hours prior to the scheduled meeting is encouraged to make the necessary accommodations. The City may waive the 48-hour requirement if signing is not the necessary accommodation.

Hazardous Material Spills or Releases - Releases of hazardous chemicals or substances are required to be reported to the Fire Department by calling 911.

Hazardous Waste - The disposal of hazardous waste is regulated by the Oklahoma Department of Environmental Quality (ODEQ). Additional information can be obtained by contacting the city's Environmental and Safety Services Department at 747-8099, or by contacting the ODEQ at 744-5857.

Health Department - Contact the Payne County Health Department at 405-372-8200 located in Stillwater at 1321 W. 7^th.

Historic Preservation - The City of Stillwater does not currently have a historic preservation ordinance.

Home Business - The City of Stillwater has specific provisions regarding the conduct of home-based businesses. For a copy of these regulations contact the Community Development office at 742-8213.

Home Safety - Stillwater Fire Department provides information on keeping your home safe from both fire and accidents. Call for more information at 742-8308.

Housing Codes - The City of Stillwater adopts housing construction and property maintenance codes. For information on the latest version of these codes used by the City, call 742-8218.

Housing Discrimination - The City of Stillwater, through its Community Relations Committee/Fair Housing Council, provides assistance in resolving housing discrimination complaints. This committee coordinates with other agencies using all possible avenues and resources to address complaints. The committee is comprised of 15 members appointed by the mayor subject to City Commission approval. They meet every third Wednesday of the month. If their assistance is needed, please call the Community Development Department at 742-8345 for a referral to a committee member.

Icy Roads - The City of Stillwater adopts a plan each fall that governs snow and ice on the roadways. As a general rule, the Street Division is charged with the responsibility of keeping the main arterials and major collector streets passable during a snow or ice emergency. Manpower and equipment limitations generally do not allow them to devote attention to residential streets unless there is some isolated, unusually hazardous situation present. Illegal Dumping - If you observe someone dumping trash along our roadways, please report it to the Police Department at 372-4171. To obtain clean up of items that have been dumped along our roadways, please contact the Sanitation Division at 742-8269.

Lakes - There are four city lakes operated by Stillwater Parks, Events and Recreation, Lake McMurtry, Boomer Lake, Sanborn Lake and Whittenberg Lake. Boating and fishing permits are required at all lakes, and Lake McMurtry requires a use fee for recreational uses at the lake. Lakeside Golf Course - The city municipal golf course is located at 5201 N. Washington and is open to the public. The course has a full service snack bar and well stocked Pro Shop. Tee time reservations are suggested. Contact 372-3399 for information.

Landfill: - The City of Stillwater does not own the local landfill. It is a private business that sets its own rates. The city contracts with a landfill each year for disposal of the garbage that is collected, but this contract does not have any provisions for controlling the rates that are paid by the public uses of the landfill. Questions regarding the enforcement of state and federal regulations for the operation of the landfill should be referred to the Payne County office of the Department of Environmental Quality at 372-8200.

Landscape Requirements - There are specific landscape requirements in the zoning ordinance which apply to new development. These regulations require specific minimum amounts of landscape area and plant material. For a copy of these requirements call 742-8216.

Leaf Pickup - Leaves are a form of yard waste that will be collected by the City of Stillwater as part of the normal garbage collection service and is subject to the regular 9 item limit. All yard waste must be placed in a container (such as a plastic bag). Raking leaves into the street is not permitted. Call the Sanitation Division at 742-8269 for additional information.

Library hours are Monday-Thursday: 9:00 a.m. to 9:00 p.m.; Friday & Saturday: 9:00 a.m. to 6:00 p.m.; Sunday: 1:00 p.m. to 5:00 p.m. Library cards are free to all residents of Payne County; out-of-county residents may apply for a borrower's card for a $15.00 annual fee. Information on how to apply for a library card, library collections, public internet access, reference services, interlibrary loans, homebound delivery service, library meeting rooms, children's services and story hours, Friends of the Library and annual used library book sale, and other information is available by contacting the library or accessing the web page.

Litter - Littering is a misdemeanor and punishable by a fine of $100 including costs. The City of Stillwater sponsors an Adopt-a-Street program to assist with the control of litter along major roads and highways within the city limits. Community organizations interested in participating may contact the Street Division of the Public Works Department at 742-8271. Groups or individuals interested in volunteering to clean-up in the parks or along the trails may contact the Parks, Events, & Recreation Department at 747-8070.

Maps - City of Stillwater and State of Oklahoma maps are available at the switchboard at the City Municipal Building at 723 S. Lewis and at the Stillwater Chamber of Commerce at 409 S. Main. Other specialized maps of the community area are available through the GIS Division of the City of Stillwater at 742-8226.

Mayor - The mayor of the City of Stillwater is elected by all Stillwater voters to a three-year term and is limited to two terms of service to the community. Candidates must be a registered voter, resident of the city for six months, reside in the city limits, and be 21 years of age.

Meeting Rooms - Meeting rooms are available for rental fees in some city facilities. Contact Stillwater Public Library at 372-3633, Stillwater Community Center at 747-8022, and Parks, Events, and Recreation at 747-8070.

Mini Bus - Mini bus service operates within the city limits of the City of Stillwater. Services are available to persons who are 62 years and older or have a physical or mental handicap certified by the State of Oklahoma. Minibus tickets are $20.00 for a book of 10 tickets and can be purchased at the City Municipal Building , the Stillwater Parks, Events and Recreation Office located at 315 E. 9^th or from one of the minibus drivers. Minibus tickets plus $1.00 can also be used for riding with the Stillwater Taxi. Please call 747-8070 for additional information.

Municipal Court - The Municipal Court processes violations of city ordinances resulting from citizen complaints, traffic citations and misdemeanor arrests. The Municipal Judge is appointed by the City Commission.

Nature Areas - There are two designated nature areas in the Stillwater parks system for enjoyment of the outdoors. North Boomer Park is located north of Boomer Lake across Airport Road with only pedestrian traffic permitted. The second nature area is located at Lake McMurtry, northwest of Stillwater.

Neighborhood Watch - Stillwater has an active Neighborhood Watch Program. For information, contact the Crime Prevention Officer at 742-8315.

Noise - Stillwater has a comprehensive noise ordinance based on decibel levels. To report a noise problem, call 372-4171, and ask for dispatch. For information about the noise ordinance, call the Patrol Division Commander at 742-8287.

Odors - Odor complaints should be reported to the Environmental and Safety Services Department at 747-8099.

Oil - disposal of used motor oil - Waste oil that is generated by citizens who service their own vehicles may be disposed of two ways: 1) set out up to 1 gallon in a plastic container with a lid that is easily removed along with the regular trash, or 2) take the oil to the recycling center located at 807 South Perkins Road. For more information, call the Sanitation Division at 742-8269.

Paint - disposal of old paint - Old paint cans can be set out for collection along with the regular trash so long as all of the paint in the can is completely dried. If you set cans out for collection, be sure to leave the lid off of them so the garbage collectors can see that the paint inside is all dried up. Park Permits - City fishing/boating permits can be purchased at Lake McMurtry and Stillwater Parks, Events and Recreation at 315 E. 9^th. Drop boxes for daily permits are located at the entry area, both bait shops and each boat ramp with lake information and instructions. Annual city permits can be purchased anytime throughout the year and will expire one year from the date purchased. A state fishing or boating license is required to purchase a city fishing or boating permit. Boating permits are good for Lake McMurtry, Boomer Lake and Sanborn Lake. Boats are not permitted on Whittenberg Lake. Contact the Lake Ranger at 747-8085 or the Parks, Events and Recreation Office at 747-8070 for additional information.

Parking Regulations - Stillwater's parking ordinance is based on similar state statute. To report a parking problem, call 372-4171, and ask for dispatch. For information regarding parking ordinances, call the Patrol Division Commander at 742-8287.

Parking Tickets - Parking tickets are issued for violating municipal parking ordinances. You have a right to contest the ticket in municipal court. To set a court date, see the Court Clerk in city hall. Payment of parking tickets can be made at drop boxes located around town or at city hall.

Planning Commission - The Planning Commission holds televised regular meetings on the first and third Tuesdays of every month at 5:30 p.m. in the Stillwater Public Library and is broadcast on cable access Channel 16 and Channel 19. Various development applications or any matter pertaining to the development of the city may be considered by the Planning Commission. Power Outages - For power outages on the Stillwater Electric Utility system, please call Stillwater Power at 372-3292. This number is answered 24 hours a day, seven days a week.

Public Buildings - use of - To obtain information about scheduling and rental fees for city buildings, contact the Facilities Management Department at 747-8003. See also Library Meeting Rooms and Shelter Reservations.

Rabies Control - Ordinances require vaccination of animals for rabies. For general information about rabies, call Animal Control at 372-0334. To report a suspected rabid animal, call police dispatch at 372-4171.

Rats - When you see rats in your neighborhood or around your house, you may call for a code enforcement officer to come inspect the area to determine if there is an area which could provide a harborage and could be cleaned up. Call 385-0147. Information can also be provided by leaving a voice message on the Property Maintenance Action Line at 742-8383.

Recycling - The City of Stillwater provides several locations where recyclable items can be dropped off. Items currently being recycled include: paper, cardboard, glass, plastics, aluminum and steel cans, motor oil, and antifreeze. Household appliances that are metal (washers, dryers, refrigerators, etc) are also recyclable. EPA regulations require that any appliances that have freon refrigerant in them must be purged of the freon before they can be accepted. Call the Sanitation Division at 742-8269 for additional information on what kinds of items can be recycled and the location of the drop-off sites. See also Christmas Tree Discard.

Relocating Electric Poles or Other Electric Equipment - It is sometimes necessary to relocate existing electric poles, pad mounted transformers, or other Stillwater Power (SP) equipment if changes are made to your property entrance, a building is expanded, or some other planned change puts the SP equipment in the way of what you have planned to do. Each pole or equipment move is an individual case, so there is no "rule of thumb" about how SP may or may not be able to accommodate the request. In general, however, SP will charge for all work and materials required to move or replace existing system equipment for your convenience. Call the Line Department Superintendent at 747-8043 to learn what can be moved or replaced and receive an estimate of the probable expenses.

Rental Lights - Stillwater Power (SP) installs, rents, and maintains several types of high pressure sodium street and flood light fixtures to property owners on the SP system. These fixtures can be used for many applications from general security lighting around your home to floodlighting a building front or parking lot. Fixtures are normally installed on existing poles and monthly rental charges vary by size of fixture. Additional expenses are charged if a pole has to be installed for the fixture. Please contact 747-8042 for someone to visit your site and discuss available lighting options.

Right-of-Way (ROW) - Street right-of-way is dedicated to provide a place for streets, sidewalks, drainage and utilities. As a general rule, the typical residential street is centered in a right-of-way that is 60 feet wide. Signs and structures may not be built in the right-of-way. Any construction work that is done in the right-of-way requires a permit from the City Engineer's office and can only be done by a licensed, bonded street works contractor. Road Improvements - Projects to improve the roads in Stillwater can be funded by a variety of means including: Street Improvement Districts (where the cost of the improvement is assessed to adjoining land owners), funds from the city's general fund, and cost sharing through various state and federal funding sources. The city's Transportation Plan 2020 outlines projects, and their priorities, that have been identified. The city's Capital Planning process includes those projects, plus others that have been identified by our citizens, when projecting what projects will be done in the next five years. Road Hazards - Road hazards should be reported to the Street Division at 742-8271.

Rural Fires - Stillwater Fire Department provides fire protection to a large area around Stillwater. For questions of coverage, call 742-8308. In case of a rural fire, dial 911 or call 372-4171.

Rural Fire Subscriptions - Stillwater Fire Department provides subscription services for rural residents for fire protection. Information about costs and regulations for the subscription service may be obtained by calling 742-8308.

Sales Tax - 8.5% - The city sales tax is 3.5%. One percent is restricted to utility system debt obligations and 1/2 percent is restricted to street improvements with the remaining two percent available for general city purposes. The Payne County sales tax is .5%. The state sales tax is 4.5%. A city use tax of 3.5% on purchases from outside the state equal to the city sales tax is collected by the city with the first $600,000 in annual collections dedicated to athletic facility improvements at Oklahoma State University as approved by a vote of the people.

Schools - Stillwater is known as the "Education Community" and is home to the Stillwater Public Schools 743-6300, Meridian Technology Center 377-3333, Oklahoma State University 744-5000, and Oklahoma Department of Career & Technology Education 377-2000.

Senior Citizen -The Senior Activity Center is located in Couch Park, 1015 E. 12th, and is a social and recreational facility for participants 50 years of age and older. The Center, operated by Parks, Events and Recreation Department staff, is open 7 days a week. There is no charge, however some activities do have a fee to cover costs. Participants enjoy a variety of events from cards, exercise and arts/crafts classes to yoga, day trips, pool, workshops and volunteerism. For more information, please call 747-8080.

Senior Citizen Assistance - The City of Stillwater helps seniors remain independent and in their homes with a number of services. Included are: transportation services through the Mini Bus Program, House-Side Garbage Pickup, Home Security Checks, Home Safety Survey, Average Billing Program, Bank Drafting Program, Reduced Deposit Amounts, Cons And Scams Alerts, Senior Activity Center, Life Support Identification Program, Senior Citizen/Special Needs Registration, Homebound Library Delivery Program, SALT (Seniors and Lawmen Together) Council, Refrigerator Medi-Cards, and Reflective House Numbers. There are many agencies that provide assistance with other needs, such as housing, nutrition, and aging services.

Sewer Problems/Backups - Those experiencing sewer problems or backups should immediately contact the Sewer Collection Division at 533-8048 from 8:00 a.m. through 5:00 p.m. on weekdays, or 372-3292 after hours and on weekends/holidays.

Sidewalk Maintenance - Sidewalk maintenance and repair is typically the responsibility of the adjacent property owner. Owners who have sidewalks that need to be repaired can contact the Street Division for assistance. A city crew will demolish the sidewalk if the property owner will have a contractor ready to replace the sidewalk immediately after it is removed. Public sidewalks that are eligible for this assistance are in the right-of-way, and as such, must have a permit taken out for the work by a licensed, bonded street works contractor. Sight Obstructions - The City of Stillwater has regulations regarding obstructions that are in the "sight triangle" at street intersections. If you observe an obstruction that interferes with the safety of traffic flow on a public street, contact the Street Division at 742-8271.

Signs - Regulations for signs are available from the Department of Community Development at 742-8220.

Snow - The City of Stillwater adopts a plan each fall that governs snow and ice on the roadways. As a general rule, the Street Division is charged with the responsibility of keeping the main arterials and major collector streets passable during a snow or ice emergency. Manpower and equipment limitations generally do not allow them to devote attention to residential streets unless there is some isolated, unusually hazardous situation present. Speakers Bureau - Elected and appointed city officials are available to speak to organizations about municipal programs and issues. Contact the city manager's office at 742-8209 for more information.

Speed Limits - Speed limits are set by the city's Traffic Authority Board. Unless otherwise posted, the speed limit on all streets in Stillwater is 25 mph. If you are aware of a situation where you feel the speed limit needs to be changed, contact the Traffic Authority Board at 742-8270.

Spring Cleanup - The Sanitation Division provides all residential customers two free "spring cleanup" collections each year. These special collections may be done at any time during the year. Call the Sanitation Division to let them know that you want to use one of your two cleanups. Contact the Sanitation Division at 742-8269 for more information on what kind of materials can be set out and when to set it out.

Stillwater Community Center - The community center is located at 8^th & Duck in downtown Stillwater. The center offers an 840 seat theater/auditorium, meeting rooms, gymnasium. It is the home of the Stillwater Alumni Association, Stillwater Arts & Humanities Council, the Community Band, the Community Singers, the Neighborhood Alliance and the Elderly Nutrition facility. It is the location of the International Friendship Garden constructed for the citizens of Stillwater by the Kameoka Japanese Gardeners Association. Stillwater Power - www.stillwaterpower.com - Stillwater Power provides electrical service to the major portion of Stillwater. It is a community owned public utility, owned and operated by the citizens of Stillwater, through the Stillwater Utility Authority. To establish electric service, call 742-8245. Stop Sign Request - The location for stop signs is set by the city's Traffic Authority Board. Stop signs are used to define right-of-way at an intersection and are typically not effective for speed control (studies have shown that cars drive faster between stop signs in order to make up lost time). If you are aware of a situation where you feel a stop sign needs to be installed or changed, contact the Traffic Authority Board at 742-8270.

Street Closing - Temporary street closings for special functions are considered by the City Commission based on their impact on traffic, emergency vehicle access, and the need of the special function. If you have a function or event that would benefit from a temporary street closure, contact the Public Works Department at 742-8257 to discuss the circumstances of your situation.

Street Light Outages - Stillwater Power installs and maintains the street light fixtures along most of the streets in Stillwater. If you notice a light fixture which is out or which cycles on and off during the night, please call 747-8041 to report the problem. Please give the person answering the phone the intersection location or street address nearest the light fixture and information as to whether the light is out or cycling.

Street Maintenance - Maintenance of the city's streets is the responsibility of the Street Division. If you see a problem with the streets that needs attention, please call them at 742-8271.

Surge Suppressors: Stillwater Power offers a surge suppressor program to its customers to protect household equipment and computers from electrical surges in residential locations. Suppressor equipment is provided to the resident and covered under a rental charge included on your electric bill. The suppressor program includes insurance on the protected items. Surveys (property boundaries) - The City Engineer's staff routinely receives requests to have property boundaries located. Unfortunately, this is not a service that the city provides. To obtain such a survey, the property owner needs to hire a registered land surveyor. For additional information, please contact the City Engineer's office at 742-8260.

Swimming Pool - Stillwater Parks, Events and Recreation operates the Couch Park Swimming Pool - 800 E. 12th. The pool opens the weekend of Memorial Day and closes the weekend after school starts in August. The pool offers open swimming, lessons, birthday parties and private rentals. Taxes - Property taxes received by the City of Stillwater are limited to the retirement of debt and may not be used for any other purpose. See also Sales Tax.

Tours - Group tours of city facilities are available, and arrangements may be made through the city manager's office or the specific department head.

Traffic Signals - The Traffic Authority Board considers requests for changes to traffic signal installations. Typically, traffic signals are justified at the intersection of major city streets. If you believe an intersection should have a traffic signal installed, or an existing one removed, contact the Traffic Authority Board at 742-8270. The traffic signals are maintained by the Traffic Control Division, 742-8273. Please contact them if you note a problem with a signal.

Trash Pile - If you observe someone dumping trash along our roadways, please report it to the Police Department at 372-4171. To obtain clean up of items that have been dumped along our roadways, please contact the Sanitation Division at 742-8269.

Trees

Dead tree removal in street rights of way: Contact Parks, Events and Recreation at 747-8070 for removal of dead trees or limbs in rights of way.

Tree removal In utility lines: Stillwater Power (SP) trims trees along easements which contain primary voltage overhead power lines. These lines are usually located along the back lot lines or along streets, but may cross along side yard lot lines also. Stillwater Power does not normally trim trees from around the service wires which extend from the pole to the house; that responsibility rests with the property owner. However, during regular working hours, SP will lower and reinstall the service conductors to the house at no charge so that the property owner or his tree trimming contractor can trim around those wires. If you have any questions about your particular tree trimming problems around wires, PLEASE call us at 747-8046, and we will be happy to arrange for someone to meet with you to discuss your specific situation. DO NOT TRY TO TRIM AROUND THESE WIRES BEFORE YOU CALL US FOR MORE INFORMATION.

Suggested Species: The Stillwater Tree Board provides several helpful brochures on recommended tree species for the Stillwater area. Special tree replacement programs, forestry issues, and implementation of Stillwater's Community Forest Plan is the responsibility of the Tree Board with assistance by the Forestry Coordinator who can be contacted in the Community Development Department at 742-8342.

Tree trimming over the sidewalk: The Street Division will trim tree limbs that are posing an obstruction to a public sidewalk (one that is in the right of way). Please contact the Street Division at 742-8271 if a problem is observed that needs to be addressed.

Tree limbs blown down during storms: Stillwater Power does not remove limbs blown down during storms, whether they be on private property or in utility easements. It is the property owner's responsibility to remove those fallen limbs, branches, and/or trees. SP crews will only remove limbs and/or trees which they cut down or trim.

Underground Line Locations and Marking - Stillwater Power and Stillwater Water Utilities are members of the state-wide "Call OKIE" locating service. Before you dig, please "Call OKIE" at 1-800-522-6543 to have the underground utilities located in the area of your work. "Call OKIE" requires a 48 hour advance notice prior to any digging to allow for locations to be processed. Please plan ahead to allow adequate time for locations.

Vacant Structures - Vacant buildings in need of repair or cleanup may be reported to the Community Improvement Services Division at 385-0147. Information can also be provided by leaving a voice message on the Property Maintenance Action Line at 742-8383.

Vacant Lots - Vacant lots with high grass and weeds may be reported to the Community Improvement Services Division at 385-0147.

Vandalism - To report vandalism to any building or object, call police dispatch at 372-4171. To report vandalism to parks, shelters, or playgrounds, contact Parks, Events and Recreation at 747-8070.
