Purpose of Report: Award Vehicle Bids for Engineering Services, Water Line Management, Sanitation and Fleet Maintenance
Background: The 1999/2000 budget contains $48,500 for two vehicles for Engineering Services, $44,000 for two vehicles for Fleet Maintenance, $22,000 for one vehicle for Sanitation and $41,000 for two vehicles for Water Line Management.
Discussion: Specifications were prepared by Fleet Maintenance at the request of four departments for seven vehicles to be used in their daily activities. A notice to bidders was advertised in the Stillwater NewsPress and bid packets mailed to twenty five vendors in the Stillwater, Tulsa and Oklahoma City area. Six bid packets were returned unopened. Two vendors submitted bids with Thomas Ford, Stillwater bidding on all vehicles and Reliable Chevrolet, Tulsa bidding on just four. Listed below is a tabulation of those bids along with the state bid price and vendor for the vehicle meeting our specifications:

Alternatives:
Vehicle 1. Use Hudiburg Auto Group - Dodge (state bid) as the lowest bid meeting all specifications.
Vehicle 2. Award to Reliable Chevrolet, Tulsa with engine option two as the low bid meeting all specifications.
Vehicle 3. Award to local bidder Thomas Ford, Stillwater. The bid submitted by them is $730.00 over and within 5 percent of the low bid.
Vehicle 4. Use Dodge Town USA, OKC (state bid) as the lowest bid meeting all specifications and upgrade the engine size to a V10 from the V8 ask for in the specifications.
Vehicle 5. Award to local bidder Thomas Ford, Stillwater. The bid submitted is $184.00 over and with 5 percent of low bid.
Vehicle 6. Use John Smicklas Chevrolet, OKC (state bid) as the low bid meeting all specifications.
Recommendation: Staff recommends alternative #2, award bids as outlined. Staff has thoroughly evaluated all the above bids and feels that these are the best use of the funds budgeted.
