Award bid for 46,000 G.V.W. Dump Truck for Street Division

Background:

The Street Division Budget for the FY 96-97 contains $50,000 for the purchase of a 46,000

pound Gross Vehicle Weight (G.V.W.) Dump Truck.

Discussion:

Bids were advertised in the Stillwater NewsPress and sent to 26 suppliers. On August 9, 1996 a pre-bid meeting was held at the Service Center. One supplier, Hudiburg Chevrolet, attended the pre-bid meeting. On August 19, 1996 the following bids were received.

Owen Thomas Ford, Stillwater, OK. 54,866.00

Fred Jones Ford Inc., Oklahoma City, OK. 54,977.00

Baustert Motor Co., Inc. Kingfisher, OK. 55,125.13

McCombs Fleet Service, Austin , TX. 55,843.00

Frontier International was the lowest bidder . Their only recommendations were to increase the Cab to Axle (Center of Tandem) from 102 inches to 120 inches for better weight distribution at no cost to the City, and also to increase the rating on the front axle to 14,000 pounds. We had asked for a rating of 12,000 pounds minimum. This increase in axle rating would cost the City $549.04.

Alternatives:

1. Award the bid to Frontier International as low bidder at $46,996.21.

2. Award the bid to Frontier International with increase to Cab and Axle and increase front axle

rating to 14,000 pounds for a total price of $47,545.25.

3. Re-Advertise and Re-Bid.

Recommendation:

Staff recommends alternative two, award the bid to Frontier International with an increase in length and front axle weight rating for a price of $47,545.25.
